PSCDC and Chelsea Investment Corporation Celebrates Groundbreaking of New Affordable Housing Project for Reedley Farmworker Community

FRESNO, CA On June 26th, PSCDC and Chelsea Investment Corporation celebrated the groundbreaking of the City of Reedley's newest affordable housing community. Willow Grove Apartments, located in southeast Fresno County, will be an 80-unit agricultural community that will focus on farmworkers and families and is slated to be completed in late summer of 2025.


The project, which has been in works since 2021, is the first joint project between PSCDC, Chelsea Investment Corporation, the City of Reedley, Fresno County, and Emmerson Construction Inc.


"This is our first project in the city of Reedley, and they have been a tremendous partner throughout the process," said Ryan Lundergan, senior development manager with Chelsea Investment Corporation. "The constant contact we've had with them has been paramount to this project happening so quickly."



Willow Grove will have five residential buildings, a community building, a Tot Lot, a BBQ area, and a basketball court.


As a PSCDC property, Willow Grove families will receive essential and educational on-site services for all ages. Services for school-aged children will focus more towards education with after-school tutoring, mentoring, arts and crafts, and other enrichment activities being provided. Services for adults include computer literacy classes, ESL and citizenship classes, job counselors, and much more.


Furthermore, Executive Vice President of PSCDC, Juan Arroyo, plans to extensively reach out and partner with local organizations and business to put together other essential services such as financial education classes, reoccurring food distributions, community safety meetings, and many more.



"It's really important because I work with the families, and there are a lot of farm-working families always looking for housing, whether it's clean and safe, or affordable," said Reedley mayor Anita Betancourt. "Our families don't make very much money, and yet they need a place just like anybody else. These homes and apartments benefit our community because they sustain our community."
